In 1983, a new California law gave police the authority to stop anyone pushing a shopping cart away from a market and fine them up to $1,000. The law also allowed jail sentences of up to one year in county jail for stealing carts. Each stolen cart cost about $100 to replace, a cost that was passed on to consumers.
